Study a weather site carefully. I use Travel Weather Averages (Weatherbase) Because VN is a long, thin country, it is impacted by several different weather systems. So you need to look at each destination you are considering.

February though July has the least rain in central VN, but May. June July are pretty hot. Hanoi has very little rain November through April, and the temperatures are moderate though those months.

Choose based on exactly where you plan to visit.

I think, the best time to visit Vietnam is February to April and August to October. In spring, March and April have the lowest rainfall across all destinations and temperature is ok.

I have to chuckle that the advice from the VN travel agents is all over the place - some of it just plain wrong. Look carefully at a weather website and choose your travel dates based on that information.
