I just went to one of the Carrefour grocery stores in Shanghai and did a non-statistical survey. It was a very busy Sunday afternoon but I didn't see anyone that I recognized as being a foreigner the whole time I was there.
On the escalator there were 15 people. Only one (man) was wearing slacks, one gray haired lady was wearing a skirt and the rest were in either shorts, knee or mid-calf length. I was the only idiot in jeans. (It felt very hot and humid today.)
Every single child I saw in the store wore shorts. Men primarily wore either knee-length shorts or trousers, but I saw some shorter shorts, jeans and 2 in pajamas. Most older (gray hair) ladies wore skirts. Middle age and younger women wore pedal pushers or knee-length shorts but also short shorts, skirts, etc.. and 3 pajamas.
I was shocked at how many people were not wearing long slacks. I never really noticed it before. Part of the reason is probably that it was the weekend whereas during the week people are in slacks for work.
Maybe that's why I never felt out of place in shorts.
Mosquitos are horrible in Shanghai this time of year. It's always bad from dusk thru early morning. I let the dog out at 7am today and they were swarming outside the window. I find that midday they're not bad unless you're around water. It will depend on how often they're spraying as some days are worse than others.

I'v e been in Shanghai since June 29th and have seen men wearing shorts everywhere --- from teenagers to middle-aged men. Not so many women, but definitely some. I've also seen the cliche sight of Shanghainese shopping or walking their dogs in their pajamas.
I second the comments re mosquitoes -- they're here and they're biting.
