I have another comment to add about the Shiodome area: On first glance, it seems to be mainly a group of skyscrapers and walkways. I discovered that most (maybe all) of the buildings have mini-malls inside them, including many restaurants. But you have to go inside the buildings to see thse places. They are not visible from the outside.
Most of the buildings are connected at the basement level. It is possible to walk from building to building without ever going outside, something which would be help for anyone visiting Tokyo in the winter. The basement level also includes a connection to the subway.

I second Joyce's comment. Use the underground walkway. You will find so many cool things that way. That's where they had the artists set up, the beer garden, the musicians, etc. For example, I wandered into one of the big skyscrapers and they had about 15 restaurants, plus cool shops. I admit, I bought a few Godiva truffles at the Godiva shop - I love trying new Godiva truffles and they had a few that I had not seen in the states!
