There should be a huge NY Eve party in the plaza area around Central World shopping mall (Siam area of the city). I have spent 5 NY Eves in Thailand so far, all of them on beaches, none of them right in BKK. This year we will be in Hua Hin for NY Eve (plus a couple of days after) but will once again be right in the heart of BKK for Christmas!
The Thais do decorate for the Christmas shoppers, big time. I would think being in BKK for Christmas, and then a beach for the new year would be a good choice for you.

We will in Thailand over the Xmas period and have visited the region a number of times over Xmas over the preceding years spnding time in places like Mai Hong Sorn in the north (very quiet), Luang Prabang in Laos in 1998 (we forgot it was Christmas it was so quiet!), and various beach locations. By far teh best for us was in BKK itself which is where we will be staying this year. Great atmosphere and surprisingly good xmas decorations particularly around central world. You just need to choose teh right place to stay.
I stumbled accross this place which has some great offers (e.g. $80 pn) - it is new and looks pretty good and I am seriously considering it my only concern is that it looks as thought it is geared towards a younger (at least younger than me!) crowd and so could be ideal for you.

We stayed at the Amari in Koh Chang 5 years ago and loved it. Nice rooms, great pool, decent beach, scuba nearby although it was a bit quiet. The clientèle was mixed with families and 40+ most in evidence. It is one of the most expensive places on the island but there are lots of others some backpacker and more than a few smaller boutique type places some of which are very nice and a bit more romantic than the Amari.
You can cross the border from Cambodia close to KC but be aware that this crossing is renowned for scams by the Cambodian border officials.

How about Chiang Mai? You'll get to see the Royal Flora Expo 2011 (http://www.royalflora2011.com/2011_en/) too. I was there for the 2006 event and it was beautiful.
