Assuming you to straight to the rank outside and not, as you should never do, with any driver or tout who approaches you in the arrival hall, then there are metered taxis waiting at Y1.6 and Y2 per km, the price clearly displayed on their side windows. After 15km the price per km jumps by 50%. Simply make sure you see the meter started (and have it restarted if you didn't see the flag go down) and pay what's on the meter when you arrived. There are no extra charges for baggage, and there is no tipping.
The cost to the centre of town will vary according to which of the two cab types you take, Y1.6 or Y2, according to the time of day (both because of traffic, and because of a 20% surcharge at night), and, obviously, just where in this rather large city you want to go.
But to a central hotel will typically cost around Y80. The driver will pay a toll of Y10 on the expressway, and you must refund this, adding it to whatever is shown on the meter.

As mentioned, only take taxis from taxi que. My last driver at Beijing airport had a meter but it was under his seat. Although taxi drivers do not negotiate in Shanghai, they will in Beijing. But it is still a deal. I paid around 100 RMB for toll and taxi. Maybe a little more than a meter, not sure, but still around $12.50 USD. Again, never take a taxi or private ride from one of the hawkers. I did once nad thought I would end up dead in a ditch somewhere outside if Shanghai. It was OK, but the guy pulled up about 100 yds from the Hotel (with my luggage in the back) nad started to negotiate again. I paid 3 times what I should have. But with the language difference, I am not sure I could have told a driver to take me to the hotel I was staying at. But when we left the airport, his friend jumped in the front seat, I thought I was going to robbed and ditched.We ended up going a way I knew was not right and I got reall nervous. What he was doing was dropping off his friend at a bus stop.
