I think what rizzuto is alluding to is that with only 3 days you will barely have enough time to see Bangkok as a tourist. Even if the tailor was willing to do the work in that short amount of time, a good deal of your stay would be dedicated to fittings and going to and from his shop.

Tailors can do work in 3 days but if you want real quality it really does take longer -- i.e more fittings. Thus, if you do have clothes made I would select a tailor very near your hotel since your ability to go for multiple fittings will be key. Where are you staying?
