I believe Vietnam Air is it accoding to a Vietnamese friend who books flights for people. There is supposed to be another one soon that will fly that route,but not sure when that will begin nor is she. Every time I have flown from Bangkok to Saigon that is it. I know Thai Air flies to Hanoi,but don't think there are any discount air lines like you are looking for.

saveflights.com for vietnam flights and we
booked round trip flights in and out of hanoi for $260 per person with vietnam airlines.
i researched for good prices and this appeared to be the best price, saveflights.com was prompt and easy to use
