Most people who visit Cambodia stay in Siem Reap in order to see the Angkor temples. They are amazing, but if your interest isn't there, then you might be better off in Phnom Penh. The National museum is there and the Killing Fields and Tuol Sleng.
You might be wise to do a bit of reading about Cambodia overall and see if, given your time constraints, you might be better devoting your time to somewhere that interests you beyongd shopping and eating, as really, there are not many museums

You should read up about the temples at Angkor - truly one of the wonders of the world. The best book, IMO, is Dawn Rooney's book, Angkor, most recent edition is 2006.
It takes a full three days just to see the "major" temples, but you'll want more time if you are really interested. We spent a week and could have used more time.
