Bago is magical for the photographer but so is Yangon, etc. Yangon's famous Swedagon Pagoda is amazing! About an hours drive is Bago. I would visit Bago's Schwemawdaw Pagoda & the Shwethalyaung Reclining Buddha. Stay at the Pansea Hotel in Yangon. Have a drink in the bar of the Strand.

Read the trip report I just filed. My suggestion is beyond any doubt to go to Bagan for two days and spend one day in Yangon. If you have a fourth day to effectively visit, go to Bago, where the most beautiful reclining buddha is. Bago is a full two hours drive though. Bagan can be reached by plane quite easily. I have found Yangon Airways very reliable.
