Time depends on traffic and where in bangkok you are leaving from, could be 1 hr 30, could be longer when busy, the concierge at your Bangkok hotel could arrange and there are various limo companies, Image Limos charge B 2,750 ( about US$ 79 ) for a sedan transfer to Laem Chabang, they may not be the cheapest but we have used them for years whenever we have business visitors from overseas either to/from airport or city as they are very reliable, cars are spotless and the drivers are reliable. I trust them to pick up my wife and kids at night from the airport so I have 'faith' in them if that helps!
They 'flat rate' Bangkok to Laem Chabang with Pattaya and Jomtien and that is on 'special' at B 2,400 until end of August, you you are probably entitiled to that special offer, in which case that meakes the price pretty good.
Into and that special offer:

There is an extra B 100 port fees to/from the Port area, the fact they post that Port fee suggests they know what they are doing.
If the driver has been good to you, driven well and a smooth hassle free ride B 100 ( US$3) would be appropriate.

Oriental Escape are another, they are a lot cheaper than Image, ranges from B 1,750 to B 2,250
See the rates under Pattaya for Laem Chabang Port:

I have never used them myself though ( might do though at those prices ! )

You can I guess get a taxi to take you to where you can get a bus from, that would be cheaper, but it is going to add quite a lot to the time it takes and of course once the bus arrives in Bangkok you then need to taxi to your hotel, all together you will not save much and any taxis waiiting around the port to pick up passengers honestly are not going to be that interested in just a local fare, they probably have waited for the ship to arrive and are looking for a bangkok fare, I honestly would just takre a taxi.
