India Visa Application question

We are in the process of filling out our applications for India Tourist Visas and it asks on lines 36. <NAME AND ADDRESS OF TWO REFERENCES:
(a) In India:_________________________________
(b) In applicant’s country:______________________>

Okay (b) is easy but since we don’t know anyone in India, what do we do with (a)?

We have tried to phone the Consulate General of India in both Chicago and Washington but have not been able to speak to anyone as yet.

Maybe someone here knows the answer.

Thanks

List the PM. Seriously, follow rhkkmk's advice. Should be no problem. You can't be denied just because you know no one there.

Right, leave it blank seems to be the obvious answer to my question. Just wondering if anyone else has dealt with this and had any problem with leaving the space blank.

Thanks to rhkkmk and jacketwatch. I’m sure that (maybe) the PM would be a good reference.

We put in the name of our India tour coordinator. If you don't have one, just leave it blank.

I put in the name of the owner of our tour agency and that was just fine.

We used the names of the general managers of two of our hotels in India (found them on the hotel websites)
