The cheapest time to go is the monsoon/rainy season, which starts in June and last through about the end of September and a bit into October. June, July, August are very heavy rainfall months, an average of about 27 inches a month, which is a ton of rain. Consult weather websites. October probably is a better idea in terms of having more sun than rain and not being a heavy tourist month like December - May. November may work as well, early November esp as there would be fewer crowds; although November is very good weather in the north, so people would tend to add on Goa as well.
There is something to be said for the beauty of the area in the rains, as it is very lush and green; however if sitting out on a beach is in your plans, the monsoon months can be difficult. The main advantage to the rainy season is that hotel prices are far lower. But you may find some restaurants closed or on short hours during the rainy season.

October or February are the best times to visit Goa- purse-wise and travel-wise.
If you wish, you can stay in a budget hotel (since you are looking at saving money). But do not compromise on safety and cleanliness.
