I'm looking at staying at a hotel at this location 102-0093, Tokyo, Chiyoda Ward, Chiyoda-ku. I'm not familiar with this area. What do you think of where its located. This will be our 2nd trip to Japan. Previously we stayed in GInza where we liked the location. Thanks!.

It depends which things you want to do. In Tokyo it's important to look at transportation connections to avoid wasting time every day changing trains (especially if those changes take place during rush hour). If all the sites you want to see are located on the Yamanote line, staying in Hirakawachō isn't the most convenient place, for example. You always want to know your itinerary first, then choose a hotel location based on that.
That said, while it's not the most scenic area in Tokyo, there's nothing wrong with Hirakawachō. It's a residential / work district with lots of (mostly boring) tall buildings and flats. You'll likely be sleeping there and little else. If you're going during sakura season though, it may be a good spot. If you wake up early, you'd be able to visit the cherry blossoms at Chidorigafuchi and Yasukuni shrine before the crowds get there.
