Chinese customs at Pudong

I am planning to visit Shanghai before the end of the year.
My friends have asked me to bring a container of powdered milk from the USA.
Does anyone know if this violates and Chinese customs regulations?

I don't see why that's forbidden. During the past golden week, tonnes of Chinese goes down to Hong Kong to buy milk powder to bring home.
