It is worse in some years than others. We have been in March and April and both times it was bad, very bad. The last time was around 3 years ago and Chiang Mai itself, visibility was down to 50m or so. and it was impossible to see Doi Suthep and we saw some people were wearing actual gas masks, not just the little white things.

The smoke was bad all the way down to Nan. In the end we cut short our visit and head to Bangkok for some cleaner air - something I though I would never hear myself saying.

It happens most years, it is just a question of degree. We thought we would be ok in March but no. A lot depends on the wind direction and it can change but personally I would avoid the whole of northern Thailand from mid feb to the end of April, unless of course you like the smell of smoke!

I saw a farang wearing an air pollution mask while driving a motorbike in CM last night. He stopped at the nearby pub, ordered a beer, lit his cigarette and happily puffed away.
This morning I can see the nearby mountains just fine and smell no smoke in the air.
But i also know, things might change.
