Did a quick google and found this page
https://www.insidekyoto.com/kyotos-b...t-spring-baths
I was going to suggest Arima Onsen as I have been there and they have good inexpensive public baths.
We accessed via cable car and ropeway from Kobe which was fun.
Japan Guide link show other modes.

Hope you have fun and report back what you find

Funaoka onsen on Kuramaguchi-dōri is one of Kyoto's oldest, if not the oldest. Cypress tubs, electric bath. Its buzzing with activity

The most famous resort place in the region is Kinosaki. A few hours away, but one of Japan's best.

Do any of these onsens allow for guests with tattoos? Thank you in advance.

Generally guests with tattoos are not allowed in public baths. But with large numbers of foreign tourists expected for the 2020 Olympics, there is a move towards relaxing that rule. Best to check with the facility you want to go to or have your hotel call ahead to ask if it is alright.

I love bathing in Japan, especially if they have massage services, feels like heaven.

Not exactly what you are looking for but you should consider Spa World in Osaka.

Yes! Spa world is fun. However, they separate men and women, so more fun if you are with friends of the same sex.
