I like to be near an MRT station. Singapore is very small so somewhere in the core area will be fine. I'll be back down there soon and have days at both The Fairmont and the Four Seasons.
As for 7 days, I see no problem with that unless you prefer to rush through Singapore with a 9-year-old. There's plenty to keep you busy there. I've stayed up to 2 weeks at a time and will be there for 7 nights this coming time. If I were taking my elementary-school-aged nieces/nephew, I'd also spend a week in Singapore.

Singapore is safe and convenient. The Orchard area for shopping, the Civic Area for theaters and museums ( all walking distances ) or the Marina Bay area for amazing views and the business district. You can also consider the Chinatown area where there are eclectic hotels. Public transport is cheap and convenient and taxis are clean and safe. So no matter where you stay Singapore is quite small to get around. Light clothing - we're casual here in Singapore and it does get humid and wet at times. As for Legoland - look for a 2-day 1 night trip with transfers and hotel stay there. It may be the better option.
