Don't get too excited yet, at least if you are flying from the US on British Airways. BA is still prohibiting all carry on luggage from the US to/through London. Read my post on the "Future of flying and carry ons...." based on my conversations with BA and United today. I have my tickets with BA for a trip to Africa leaving SFO on Sept. 21 and I was hoping for reassurance for carrying my camera gear and film on to the plane based on the easing of restrictions at Heathrow that you referred to. Not so. BA is not allowing ANY carry on baggage on flights from the US. However, United is. Don't know about other airlines.

Unless you camera bag is the size of an elephant itss permissable now, and by September it will be a guarantee (unless something happens again),
Through my personal experience when dealing with phone agents? don't believe 1/2 what they say, and the other 1/2 of what they know is actually only 1/2 accurate (most of the time).

I'm not flying British Airways but am concerned about whether or not I'll be able to take a camera in my small carry-on to London and then continuing on to Africa.
I would imagine that there might be some lag time for the phone agents - and perhaps even the screeners - to implement changing rules regarding carry-on, etc. But I do have a story regarding phone agents.
My husband was in Ghana and had a ticket to fly from Accra to Abdijan on a Saturday. A colleague in Ghana was trying to buy a ticket to accompany him, but the airline (a small African company) told him that they don't fly on Saturday. The colleague finally got the name of someone high up in the company who said that they did indeed have flight on Saturday. It all worked out, but my husband spent several hours thinking he might have to take a bus which evidently involves stopping at many checkpoints after crossing the border into Cote D'Ivoire.
On to the next adventure - safely I hope.
