Is that still in effect? I know it was a few weeks ago because i printed it off OneTravel.com. It was from United but i thought it applied to all airlines.

Yes, "Rule 240" is still in effect but...

Each airline has its own version of Rule 240.

Airlines can change their Rule 240 so you need to print out a new copy every now and then.

Occasionally both travelers and airline agents misinterpret Rule 240 so having a printed copy handy helps.

Sometimes an airline agent claims he cannot help you particularly when it comes to rescheduling on another airline, due to Rule 120.20. However it is Rule 240 that governs the relationship between you and the airline.

Rule 240 is the airline's rule on dealing with passengers with cancelled or delayed flights.

Rule 240 is a DOT ruling pertaining to involuntary schedule changes. It states that if the airline changes your ticket without you volunteering, there is no penalty or additional funds due.

Rule 240 governs mechanical delays only.If you are "weather delayed" you may or may not get any help from the airline.
