In Europe it usually depends on whether you will leave the plane via jetway or gangway.
If you arrive at an apron position and get a bus to the terminal, you can (usually) pick up your gate-checked luggage before you get on the bus.
If you arrive at a regular gate with a jetway, you will (usually)pick it up at the carousels.
