Good LA Beaches:
Santa Monica - lots of things to do right next to the beach and on the pier.
Manhattan - Great restaurants and outstanding people watching - check out the volleyball players and have a drink at the Manhattan Beach Brewing Company (good food too)
Hermosa - recently transformed lower Pier Ave into a walking area with lots of restaurants, shops and bars.
Santa Monica - lots of things to do right next to the beach and on the pier.

Santa Monica is where we have stayed in L.A. and we loved it!! There are quite a few hotels right along the beach such as Shutters on the Beach and The Georgian. Santa Monica. com would have detailed info for you. An added bonus to the beach is third street promenade, a full three blocks of shops, restaurants, movie theatre etc. This is all within walking distance.In San Diego, La Jolla is a great place to stay!It is beautiful! There are many hotels overlooking the ocean there too. Don't know what price range your looking at.The Valencia( I think that is the name) is beautiful.Good Luck

I hope you're not thinking of going in the water during the winter or spring -- or sitting on the beach for that matter. You'll be the only people on the beach for good reasons -- it's cold.
Sutters in a nice hotel, but it's one of the most expensive hotels in LA and that's saying something. I have never been in one of their rooms, but the location and the public areas aren't consistent with being so expensive. Lowes is close by and a bit less expensive. I don't know why you want to stay on the beach in the winter. There are a lot less expensive hotels inland.
But I second the idea of staying in Santa Monica. Lots to do within a reasonable area.

La Jolla beach in San Diego is wonderful, even great bus connection with everything if you choose not to drive. They have rental apartments/houses right on the sandy beaches and lots of food around - from fast to fancy and food stores. Your choice if you want it quiet or pick any activities in San Diego.
