If you're coming in during the week, you'll have to work around rush hour. On the weekend, you'll be fine.
You could check out Leesburg. While it's now surrounded by strip malls, the downtown area is nice.
I love (and live in) Old Town Alexandria, but it's about 35-45 minutes from Dulles.

Kate, the town you're looking for it Waterford, Virginia. It's about 20 miles northwest of Dulles; seven miles from Leesburg. It is a community dating from the 18th and 19th century with nothing in town from 1900 forward.
Waterford, in turn, is surrounded by a greensward so that the community remains intact without suburban encroachment. Twice a year there is a Waterford Fair that supports restorations, which inlcludes open houses. The town's web site will also give you information on things to see and do.

Bleck to Harper's Ferry. Unless you like a wax museum and want a hot dog. Definitely, definitely, Leesburg or Waterford. Leesburg is more "city," though very small; lots of antique shops and excellent places to eat. Much closer than Harpers Ferry, too.
If you wanted to see some pretty countryside, Dulles is only about 30-40 minutes away (down Route 50) from Middleburg, Virginia, a beautiful area with views of mountains all around, four star eating, peaceful.
