Hi

Does anyone know which is the best way to get a taxi and approximately how much it should cost to recoleta please?

There are many threads on this subject.
You can choose any of the places with proper booths, where you can PREPAY your trip, such as:
http://www.tiendaleon.com.ar/prehome.asp 194 pesos
http://www.taxiezeiza.com.ar/tarifas.html 150 pesos
plus several more.
Do NOT exchange money at Global Exchange.
Have a great time in our country.

As you exit customs there you will find yourself surrounded by booths offering various kinds of services, including private car hires (known locally as a remise)--Tienda Leon, VIP, World Car and another one or two. Posted Fares last month ranged from 129 to 194. I am cheap, so I took the 129 fare. The driver was very professional and the air conditioned car was new.
If you keep walking you will emerge into the entry hall. Almost straight ahead of you there will be a free standing white/blue booth for Taxi Ezeiza. Their fare is 150 pesos to town.
Do not take a yellow/black taxi at the airport booth or from the curb. The fares they charge from the airport are a disgrace...often 3 times the rates of other services.
yellow/black radio taxis are fine once you are in town but not at the airports.
Heed AV's admonition...do not exchange money at Global Exchange. Use Banco de la Nacion. There is a window off to the side as you pick up your luggage from customs screening. Banco de la Nacion offers a competitive rate. Global Exchange does not.
Enjoy Buenos Aires. Recoleta is a nice neighborhood.

During my four visits to Buenos Aires (2005, 2006, 2007, 2010)--I've always booked my taxi service through Manuel Tienda Leon. ...reasonable, professional, and ease on the mind while traveling from the airport to Buenos Aires.
Of these visits I've also had pesos before arrival (my thing) and have used both ATMs and exchanges. ...can't tell you specifics now, though!
And lastly, during my stays, I've stayed primarily in Recoleta although I did have two hotels in other parts of this magnificent city which were fine.

I used World Cab in October - paying at one of the windows as described above. It worked perfectly - and I was a female traveling alone, spoke about 20 useless words of Spanish, and could just present the driver with a piece of paper with address of hotel. I picked World Cab since it had one of the less expensive posted prices but not the cheapest (that made me nervous). They took credit card at window.
Some guy appeared and took my luggage, gave my destination to driver, and off we went. Upon arrival at hotel driver gave me a card that gave me 20% off on return trip if I called them 12 hours in advance. I did, and return trip was equally uneventful. (I had my Spanish-fluent daughter call to book and hotel called to reconfirm)
