Interstate travel if a state has a quarantine or wants a negative Covid test
If we take a road trip to someplace that wants a negative Covid test within 5 days, or says out of state vistors must self quarantine, who checks/is in charge of this? The hotel or VRBO/AirBnB?

In VT police monitor the borders to see how many out of state cars are entering. People in state can file complaints if they see someone violating quarantine rules. Vt now has a complicated system of designating counties in the northeast with low COVID caseloads as "non-quarantine" counties exempt from the usual quarantine requirements.
Lodging establishments have to get a certificate from guests confirming that the guest meets one of the exemptions from quarantine.
Rules for the different states and enforcement methods vary a lot.

I do not who checks, but my sister is coming from Maryland, which until yesterday was ok to visit here’ but now is on the quarantine list. She left MD before they changed the list. I have not been able to talk to her to let her know, but there is a $1000 fine for noncompliance.

We from NJ just went down to Rehoboth Beach DE for a few nights last week, on Tuesday DE again was put on the "quarantine" for NJ. We didnt know except when waiting for the return ferry (we didnt ferry en route down, just drove). There was no examination by anyone at the entry or exit of ferry, and we merrily got back on the Garden State Pkwy and returned home. However, we were impressed with the compliance in all the Rehoboth/Lewes area of DE that everyone publically is mandated to wear a mask and that's what we saw. Upon getting home, we laid low for the weekend and few more days, but as usual went about our house chores, grocery shopping, and while in public do wear our masks, but no one is enforcing behavior of private lives it seems. Friends who came up in July from NC were supposedly to be quarantined here in NJ, but they were never tracked or noticed by anyone in any capacity either nor on their way back home. But our friends keep a very small circle of contact with those whose behavior mirrors our own. So far, so good.
