Ireland, London, Paris and Riverboat Cruise 2015

My husband and I want to travel to the above countries plus take a Riverboat Cruise leaving from (country to be determined) at the end of the land trip. We plan on traveling for three weeks in either September or October of 2015. At this point we are open to the length of time we will be staying in each country obviously wanting to see highlights and points of interest. We are trying to narrow down country to fly into upon leaving Phoenix AZ and then plan from there. We are open to train travel/ferry traveling& some driving. What is your experience on Riverboat Cruises and recommended cruiselines? Lots of questions....open for suggestions such as order in which to travel to these countries plus best Riverboat Cruiselines.
