Wine....Wine...Wine...in DC
We recently went to Chicago and ate at www.bin36.com. We loved it because they offered flights of wine. Basically a quarter of a glass of 4 or more wines to taste with dinner. We would love to find a similar place in DC.

You might try Bardeo in Cleveland Park (Connecticut Ave). I'm not sure they have flights, but I know you can get half-glasses there at least. And they have great small plates you can eat w/ your wine - although it's not a full-fledged restaurant. Ardeo is their sister restaurant next door and is quite good.
Also, Grapeseed in Bethesda serves 2-ounce tastes of many different wines, and their menu is created to go with their wines, not the other way around.

I cannot help with the restaurants, but DC has a very "enlightened" policy re: retail sales of wine.
The retailer can be the importer, the wholesaler and the retailer which "eliminates" two (maybe three if they are independent in Europe) "middle-men" and their respective profits.
If you want a special bottle, you may find the best price @ Addy Bassin's MacArthur Liq, but there are others - Calvert, etc. Addy and his young son are now gone, but I bought my first tranche futures - 20 cases of '82 Bordeaux - from Addy - he offered me twice what I paid (in '83) when I picked the wine up (in '85) - I countered with three times (even 'tho I'm not Jewish), he refused AND I got the better deal!
If you buy several cases and you drive out of DC, you may be followed by the "revenuers" esp if you have PA license plates, so stay overnight before departing to frustrate them.

Bardeo is great - sharing a succession of 3 small plates, a cheese flight, and a dessert between a couple can be a completely satisfying meal, and you can pair half glasses of wine with each of the courses. The port sampler is also quite fun if you're into that. Roberta is a great waitress - not sure if she's still there, but worth asking/waiting for.
