Prague? In mid July ?? EEK!
How about somewhere not too hot, not too humid... Hmm...
If you like outdoorsy, Colorado could be nice. Beautiful mountains. Or head further south and do Santa Fe/Taos.
I think Alaska is supposed to be nice, how about a cruise up the inland channel or whatever they call it.

Seagate, what about some place like Laguna or Newport Beach areas? You can beach by day, do LA nightlife in the evenings.
JoeBob, I found Prague to be really crowded, really hot and really humid in July, tho I 've only been once. Maybe it was a fluke. I suspect it would be nicer in May or September.

If Paris doesn't work,how about
Las Vegas...it is sort of a grown-ups Disneyland, she will laugh and have fun and feel like a kid.
Stay in a really nice room at the Bellagio, eat in a great restaurant, buy her a little sparkly something in one of the shops in the Ceasars Forums, just be silly and have fun.
I always go away for my birthday, it is so much easier waking up another year older in a neat place

We went to Las Vegas for my last birthday, although it is in the spring, we have also been in Aug a few times. Somehow, I guess because of the absence of any humidity, it is bearable to walk the strip and do things in that heat. But you don't have to because you just go in and out of very airconditioned hotels, casinos, restaurants and shops all day and night. I always need a sweater or something even in Aug.
Look at the Bellagio website and read about the restaurants and shows, it might be really fun, and she will want something to distract her from the idea of #40

Cannes. It's perfect. Or Juan les Pins. Both have everything she will want, and she's still young enough to go topless on the beach (if not modest), although I've seen women in their 60's like that on the beach. At that time, in Juan les Pins, they are having their annual Jazz (which includes blues and sometimes rock) festival. Very party atmosphere.
