You need to call the son, who should be keeping a closer eye on his mother, no matter how independent she seems. Someone sees a 70+-ish woman travelling alone can easily try to take advantage of her.
The son should call the hotel & limo company & report this entirely bizarre incident.

This nutty fella seems to be one of those compulsive neurotic types. His boss should have been notified as not only might he be some sort of danger, he might be a menace to the company for which he works. There's no call for what he did.
