It may depend on what part of Westchester you're going to. I live in Fairfield County (CT) and prefer LaGuardia. It is definitely the easiest. But, if you're on the far west side of Westchester, Newark might be slightly closer.
A taxi or car service to Westchester will definitely cost at least $100, though. So unless you are getting a ride, it might be worth it to fly into HPN.

Agree it depends on how you're getting to Westchester as to whether the $100 to fly into HPN is worthwhile. Both LGA & JFK are fine if you're being picked up or renting a car anyway. If you plan on taking a limo service, it could cost more than $100 to get to Westchester. Your other option is to go into Manhattan and take the commuter train from there. If that's the plan, LGA is much closer to Manhattan and a taxi will cost $25-35 or a bus to Grand Central is ~$10/person.

Add to the calculation of which is easier to fly into - travel time to White Plains. Depending on your origination city, it may involve an additional connection to get to this smaller airport - and that connection will add time.

I don't recommend Newark, unless either the connection or price make it worthwhile.
Another option to consider if your relatives live in the far North/West (Peekskill) area is Stewart-Newburgh (SWF). It'll be closer than LGA or JFK, but prices definitely tend to be higher and options more limited.
For me (mid Hudson area), I prefer to use LGA (short distance, non-stops) or JFK (international or cross continent) vs HPN due to the # choices and fares.
Travel time (barring really bad traffic) from LGA to anywhere in Westchester is 60min or less.
