Yes, you can drink from the tap - the water there is potable.
Flanigans in Springdale, UT is a very good location. You can ride the free Springdale shuttle to the park entrance, or just walk - it's no more than 5-7min.
The Spotted Dog restaurant on premises is one of the better restaurants in town. Be sure to eat there at least one night.
