The Inner Harbor itself I find has quite the number of chains. You may wish to go to Little Italy instead...Sabatino's is reasonable for what you pay. Banjara in Federal Hill, just south of the Inner Harbor is a highly recommended Indian restaurant. I'm partial to the Helmand, a popular Afghani restaurant on Charles St. in Mount Vernon about 20 minutes walk north from IH or a quick taxi ride(I still see crowds here even the week after 9/11 and after the bombings began). Kawasaki downtown just 8 minutes north of the Inner Harbor on Charles has to-die-for yakisoba (there's a second one in Fell's Point which you may prefer for the more quaint location, although the waterfront location is most enjoyable in late spring/summer/early fall).

The Brass Elephant is one of the finest restaurants anywhere. It is located on North Charles Street, a short cab ride from the Inner Horrible (joking).
If you can get in, Tio Pepe's is in the basement of several row houses on Franklin Street, and is a hoot and a half. Four star food, small rooms, Spanish waiters, and everyone in the room slowly gets tipsy on the homemade Sangria, as the place turns into a party every night. The Pine Nut Cake is to die for.
The other poster recommended Little Italy, and you cannot go wrong there.
If you like steamed crabs, go to Bo Brooks, which just moved to Canton.
Balamer has great restaurants, mostly away from the Harbor area.

I've seen quite a few upscale recommendations for restaurants. If you are looking for something more casual, but with great food and fun atmosphere, try Nacho Mama's(mexican) in Canton(slightly past Fell's Point but still a short cab ride from the Inner Harbour). If you don't like a wait in a bar though, skip this.
I agree Sabatino's has good and reasonably priced food. You can find any range of prices in Little Italy and it is a short walk from the Harbour. Avoid the restaurants in the Inner Harbour, all chains with long waits and not worth it.
