Adventure Island is considerably cheaper than Busch - $29 versus $47 for Busch Gardens. I would recommend it over Busch Gardens with a toddler...yet I suppose I do agree with previous posters, especially Jon, who wonder what a 2YO will get out of it. I have fond memories of taking my daughters there from about age 5 to 15. It was nonstop action - wet fun slippery action! There are very shallow areas for babies, with fountains and mini slides, but it's the more independent age that will get the most out of it. Olive's right - sand pail and shovel at public beach are just as much fun for the babies, however there's nothing quite so thrilling as seeing your daddy come down a sliding board soaking wet!

At that age with our kids, less was always more. More specifically, a playground and an ice cream with Grandpa is as attractive as a day at Busch Gardens. Digging in the sand at a small beach works just as well as an island paradise. Even a trip to the mall is fun.
Since you say that trip is to see your father in law and you are travelling a distance, just letting them spend time together at routine kid-friendly activities will be better memories than dragging an over-tired, roasting hot kid to places he will not remember.
When my son was that age we went to Florida to see grandparents. Did all the "required" touristy things. Best memory and best photos are of my father folding the New York Times into endless paper hats and paper boats, our son getting covered with newsprint, and the subsequent bath to wash it off.
