Well, keep in mind that the sun doesn't set over the water in most places. It does rise over the Atlantic, though. Sunrises can be really gorgeous. If you want to see the sun setting over water, you generally need to be facing a bay or inlet. I understand there is a place on Cape Cod where there is a nice beach facing west and great sunsets. Generally the farther north you go, the better the sunset.

Naples Florida anytime OR Robert Moses State Park on Long Island, NY in early January.... don't laugh. very cold, but very beautiful. The day is so short in early January, that the sun actually sets over the Atlantic ocean in NY.

Not "beach" but I love watching the sun set as I dine on the porch of the Zane Grey lounge in Islamorada in the Keys. The view is of the marina, but the palm trees, the soft cool breeze and the good food. Yes!

Any place you have an island or a peninsula that gets you water on both sides will probably get you a sunset over the water. Likewise, in the times of the year when the sun is very far south, a spit of land with a wide southern-facing beach will give you a sunset.
Many, many islands qualify from Maine to Florida, but you also have capes like Cape Anne and Cape Cod, as well as all of the barrier islands like the Outer Banks -- have seen some spectacular sunsets over Albemarle and Pamlico sound.
And then don't forget the entire Gulf Coast of Florida.

MarieF has it right. Madaket, Warren's Landing, and Eel Point on the west end of Nantucket are my favorites.
Great Point, Wauwinet, and Pocomo Point on the east end of the island are also good.
Jetties or Steps Beach. For a delicious expensive dinner with sunset, the Galley at the Cliffside Beach Club.
Neport, Jamestown, and Block Island in Rhode Island, the North Shore of Long Island, and most barrier islands have nice sunsets.
The entire West Coast of Florida and the Florida Keys from Islamorada to Key West.
Gosh, I have been lucky to have seen so many!

Parts of Newport that look west over the Harbor are nice. Perhaps Castle Point.
On the Jersey shore both Long Beach Island and peninsula that runs from Point Pleasant to Island Beach State Park have westward views over Barneget Bay, etc.
The one advantage the east coast has are the sunrises over the beach. When I had a house in Bay Head at least a few times a summer I'd get up at sunrise and walk the beach.
