I don't think there is a direct bus, much less an express. The fastest route is likely to be Staten Island Ferry (free) to lower NYC and then grab another ferry to Jersey City. Another possibility is to look for a bus from SI to Bayonne. There's a light rail system for the residential part of Bayonne that runs up to Jersey City Exchange Place.

I highly doubt it. I frequently take the Bayonne Bridge to see my parents in Staten Island and I honestly can't recall seeing express type buses on the bridge.
If your friend doesn't mind driving over the bridge, they could take the Bayonne Bridge to the Hudson Light Rail stop on 440 in Bayonne. But, at that point, they are probably better off just driving the rest of the way.
They could take the SI ferry to downtown Manhattan and catch either the NY Waterway Ferry from Battery Park to several stops in Jersey City or, in a few weeks, take the re-established PATH train service from the WTC site. Economically, this is the cheapest option.

The S.I. ferry to lower Manhattan and then take PATH train to Jersey City (I'm guessing either Newport or Exchange Place) if probably the best way to go. I think the ferry takes about 20 minutes and the PATH would be about 10 or 15.
Or, your friend could just move to JC.
