A couple of thoughts for you... There's a store called Niagara on 18th Street in Adams Morgan (it's actually in the basement of a record store called DCCD). The owner designs her own stuff and also carries a range of vintage clothes - the stuff is great, but sometimes a little pricey.
There is also a store in Arlington (out Wilson Blvd. near Seven Corners) called Now! Music and Fashion, which carries a bunch of vintage clothing at very good prices.
Finally, try Meeps on U Street (at 16th St., give or take a block) - more great, funky vintage clothing. And there's a store called Millenium next door with cool vintage furniture and housewares.

Beverley: You're in luck. Go to http://www.jitterbuzz.com/frameset.html . Those folks have already scouted the vintage scene in the DC area. They're always hunting for period clothes to wear to their jitterbug/Lindy Hop dances. Great reading, and even some good diner tips!
