The Hilton Towers has two directly across the street. Is that close enough?

Enterprise has an office in the Hotel Nikko. That location will also pick you up if you are at another hotel.

The Renaissance Parc 55 has a car rental office on its premises (one of the big chains) but I can't remember which one?

I think there's a Hertz at the Fairmont. Or the Mark Hopkins. They used to be at one of the big hotels on Nob Hill.

Hertz and Avis should be able to tell you.
