Sorry, but what has Brooklyn got to do with it? (The High Line is entirely in Manhattan, running from 30th to 12th Streets on the west side).

The Highline Park is on the west side of Manhattan near the Hudson River, roughly 14th to 30th streets.
Restaurants:
Red Cat, Cookshop, The Standard Grill, La Lunchonette, Green Table, Moran's.

Two good options in Chelsea:

A 5-minute walk south of the southern end of the HighLine, Perry Street is a good option, with a well-priced fixed-priced menu in addition to regular brunch/lunch offerings.
