PG tends to get less tourists than Carmel but midweek in November is fairly quite anyway. I wouldn't worry about beach parking then. Fires are no longer allowed on Carmel Beach except in the city provided fire pits. This year they only installed 5 and will be removed in September so no beach fires in November https://ci.carmel.ca.us/notification...el-beach-rules Tally Ho has nice views and is convenient for both walking around town and down to the beach.

Many of the inns and hotels in Carmel have dedicated parking. Once settled in you walk out the door into the village for shopping and dining so quite convenient. While nothing is very far from Asilomar, there is nothing right there so you would have to drive out for everything (exactly what some people love).

For about 15 or 18 years I was able to stay at Asilomar every September for a 3 day conference. Love the place but If I was a first timer and wanting to see the sites from Point Lobos to Monterey, I do think staying in Carmel is the better option.
