If you are both able to drive why not Hudson or Rhinebeck, NY? Both have wonderful downtown areas and your family could go hiking or paddle boarding while your MIL shops and enjoys the great restaurants. Or maybe Saratoga Springs, NY?

Surprised nobody's mentioned Denver. The downtown area is one big shopping area, and outdoor activities are less than an hour away. Or you could go to Boulder, which also has great shopping AND unlimited hiking only an hour away.
