It depends what you are looking for!! Quebec City is quaint...and Ottawa is interesting. I lived in Canada for 28 years...I enjoyed Ottawa mainly cos I realized that was where all my tax dollars went...very clean lots of nice walks and parks...if you speak French or what the Quebecois take for the language you will enjoy Quebec..give me Nova Scotia any time....

I live in Toronto and have been to both cities several times. Your choice really does depend on what you're looking for. Quebec City is very quaint and historic. It's the perfect "walking city" with musicians and artisans and cobblestone streets. However, your enjoyment is very dependent on the weather. We visited in July a few years ago and it poured the entire time. As a result, we were bored and stuck in the hotel.
On the other hand, Ottawa is filled with great museums, art galleries, theatres and the Parliament Buildings (of course). The Hull Casino is 10 minutes away. I think everyone should visit the nation's capital at least once.
If it was up to me, I'd choose Quebec City during the summer when everything is "up and running and open" and save Ottawa for another time. Ottawa is not so much ruled by the seasons and you'll be able to see our politicians in action if you go during the fall, winter or spring.

My wife and I went to Quebec last year and loved it. Americans say that the people are rude we did not find that to be true. It is the closest thing to europe on this side of the pond.
Lots of shops and rest. 1 I remember called the continental...very good!
We stayed at the Chateau Frontenac it was built like an old castel.

I vote Ottawa all the way. Although I confess that I live here in Ottawa now, I have lived around the world and grew up in Montreal. I have been to Quebec City a few times and love it but it is a bit artificially quaint and it's no place to take kids. The Chateau Frontenac is great but very pricey and for less you can stay at her sister hotel the Chateau Laurier right beside the Parliament Buildings.
Hope to see you around these parts.

Quebec City in early December is cold and miserable and dull. Just about theonly interesting things to see are outdoors, except for some really good restaurants. And there is not five days worth of intresting things in Quebec City any time of the year, unless you want to study Canadian history in immense detail.
Ottawa, on the other hand, will be a bit wearmer, and maybe a little sunnier, but thre is a ton of museums and galleries to keep you amused, indoors where it is warm. A war museum, a museum of civilization, an industry museum, a great photography gallery, a world-class general purpose art gallery, and more. If you want a hotel that looks like a castle, pick the Chateau Laurier. And if you want some Frenchness, cross the river to Hull, and then drive up into the Gatineau mountains. In December it's no contest. Ottawa wins hands down.

Ottawa in the winter is GREAT, if you like to skate, and once the Rideau canal is frozen. The canal is about 8 km/5 mi long, and during the day people commute to work on it! Both Ottawa and Quebec City are good bases for skiers. I guess I like both cities equally! Remember that both places can be bitterly cold in winter, just pack the down jackets and lots of layers!

Quebec City, baby. Lots of historic beauty. Very romantic. Stunning. Perfect for a 3-day trip. Ottawa is ok. Many museums and a trip to the Parliament buildings is worth the 10 bucks. But without a doubt, Quebec City. Great restaurant in Quebec City: Le Parmesan. Voila!
