Atlantic Shores Motel allows nude sunbathing. They do not have a beach but rather a large deck and pool area. There is also a bar called The Garden Of Eden that is on a rooftop that allows nude sunbathing. The public beaches do not allow nude sunbathing.

The Keys are not noted for their beaches nude or otherwise. Most are tiny, man-made, trucked in sand. Many b&b's are clothing optional.

Another clothing optional spot is Deja Vu, a very nice, private property and not quite as alternative as the crowd at Atlantic Shores. You may wish to compare. Both are just blocks from Duval, although on the quieter end.
p.s. - this is not on the beach.

Key West is a gay friendly town. Many of the "men only" guest houses allow for nude sunbathing and are not open to others not staying at the establishment. Atlantic Shores is open to everyone and you will see gay, straight, young, old etc... Same with the Garden Of Eden.

If you want to sunbathe nude anywhere around Key West, I would suggest that you camp in the Dry Tortugas (accessible from Key West) and look for a deserted spot. It was $5 a night for the camping permit when I was there in October.
