Upgrades on NYE will be only for high rollers dropping big $$ (barring some unanticipated spate of no-shows due to the 9/11 aftershock).
Have you ever been to LV?
If you're just checking it out for the first time, recommendations would be different than if you're a repeater.
How much time will you have?

You've got a great trip planned so far, Steve.
Luxor is a decent mid-priced hotel. The pyramid rooms are unique, but the 'inclinators' (elevators at an angle) are few in number and increase the wait getting to and from the room. The tower rooms are a little bigger, newer and easier to get into and out of.
Mystere and BMG are two of the best 5 shows in town IMO.
Three days is about the perfect length for a LV trip. You'll be neurologically drained and ready to leave by Wednesday if you're like most.
Sites not to miss: Treasure Island pirate show
Bellagio's fountain show, arboretum next to the lobby, and quick tour of LV's best casino-hotel...several great but expensive restaurants
Venetian's (cheesy IMO) canals and retail area (a couple good Italian eateries)
Paris' Eiffel Tower, and I like the casino theme...very well done
Go to the top of the Stratosphere tower if you want LV's most spectacular view.
New York New York was one of the first really slick heavily themed casinos. Lots of ingenuity and worth a walk through.
For the ultimate thrill, ride the Big Shot (outdoors, starts at the 100th floor and shoots you up in the air another 50 feet or so, strapped to a little plastic seat, legs dangling...spectacular at night)
Hard Rock's casino is the 'hippest' in LV. Small, but oozes coolness. Not an easy walk though.
Mandalay Bay has some very nice and unique restaurants and bars and is one of the best trendy places for the 20's and 30's crowd at night. Red Square, RumJungle, House of Blues are worth a look.
Rio's casino is worth a trip, particularly at night. One of the liveliest, most upbeat casinos, especially during the free Mardi Gras show/celebrations at regular intervals in the newer wing of the casino. Again, not too convenient, though.
You'll have a hard time seeing it all in 2-3 days. Fun trying though.
Have a great time!
