Check out http://www.BiddingForTravel.com and look at the New Orleans hotel topic. You'll see that a lot of people are getting 4* hotels for well under $100/night (and sometimes under $50).
The W Hotel, Marriott, and the Wyndham seem to be the ones that come up most often for 4* hotels in the French Quarter when you bid on Priceline.
Don't know anything about this Best Western, but the Web site mentioned above seems to indicate that you can get nice hotels (at least they're part of good chains) for a lot less than $149.

Maybe the Landmark has improved since the last time I was there, but I remember it looking trashy. You can do much better than that. If you don't want to go the priceline route (which is what I would do), you could probably get a decent price at a bed and breakfast like the W, or the Monteleone.
