I suggest you go with your instincts - pay the added premium for a hotel within an easy walk (a few blocks) from the National Mall. These three are are all on the preferable north side of the MAll (the area to the south of of the Mall is d e a d DEAD.

http://www.hotel-harrington.com/ (budget, again for the location)/ It may be a little TOO basic/budget for your taste but the location is great.
http://www.monaco-dc.com/ (a little higher end $$ - also excellent location and quite nice)
