Keys, best snorkleing, swimming

Lots of different opinions on where to stay etc. I'm confused!
We have a couple of nights to spend in the keys, my preference would be to have a place to snorkle offshore, swimming, not too crowded but we're on a budget. So someplace to stay that is under $250 a night. We're going the first week of May, around Mother's Day, we're flexible.

Pennekamp is the best place to snorkel.
IMO Islamorado is the best place to stay.

As you probably know if you've researched on this board, there are very few true beaches in the Keys. Any snorkeling or swimming you do will likely have to be from a boat.

just returned from 10 day Keys trip. did snorkeling in Marathon (Sombero Reef).... worth it! LOTS of fish!! Captain Steve is the best!

stay at Lime Tree Resort in Islamorado.... quaint, hammocks, grills, sunset, swim pool, hot tub and restaurant right next door.

do night life at Lori Lei (sp?) in Islamorado.
Check out Parrotdise and Rum runners too!

You can snorkel anywhere there is a beach to get access to the water, but the reef is offshore several miles and it takes a boat to get there. From my research the best place to snorkel from shore is at Bahia Honda State Park but it is nowhere near like the reef.
