Japan rail tickets

I need rail tickets from Osaka to Kobe. Do you buy in advance? Where can they be purchased? Is it difficult to navigate in that area if you do not speak the language? Any ideas of a safe, inexpensive hotel near the rail station in Osaka?

And briefly, no you don't need to book in advance.

Which Osaka station? There are many. And yes it is confusing - to anyone.
