I'm not sure about Long Beach, but there is a nice one just north of there in San Pedro. It is called Angel's Gate Youth Hostel and it overlooks the Ocean and the Korean Friendship Bell:

The San Pedro hostel is probably your only option. There is none in Long Beach; there won't be one in Laguna Beach.
A better idea would be for you to give us an idea of your per-day lodging target; then we could make concrete recommendations from the hotels/motels in the area.

There is a hostel in Hermosa Beach-Surf City Hostel which seems OK although it is above a bar. However, t puts you even futher away from Laguna Beach. They do list a hotel/hostel in Long Beach called the Monterey Inn/Hostel. It is really in Wilmington which is an industrial area and not any place you would want to stay. Looks like there are some cheaper motels in Long Beach that are alright and you could get a room for around $60 a night. Check tripadvisor for the Long Beach area.
