Kapalua is often windier than most parts of Maui.
Hana is often wetter than most parts of Maui.
Kihei is often dryer than most parts of Maui.
But nobody can tell you what the weather will be like in Kapalua or anywhere else next February.

Been there many times over many years and from November thru March I can guarantee wind and rain. Been blasted off the beach at the Ritz 2 Novembers in a row and switched to Wailea...happily! Will not guarantee you never get rain in Wailea the post Christmas weather all over the islands this year was record-bad, but Kapalua area and Kaanapali are the wind and rain belt of eastern Maui.

We were there in May and did not notice significant winds at the KBH. However, it was extremely windy on the Plantation Golf Course. But at the hotel and the beach right there, it was just lovely and breezy. It could perhaps be more of a problem at the Ritz, I don't know.
