Your theory makes sense, GoT, but I'm not sure that's the case here. I'd love to see the source and factors because as Anonymous said, the list is meaningless without it.
It would be interesting to see how many touriss would be drawn to the "Ten Safest States" - however those would be defined.

GoT is right. Must be the stats with tourist populations but divided by local population.

Look at it this way, in terms of geographical area I would assume that most (if not all) of these states are larger in area than the UK. I would also guess it is instances of crime on a 'per person' basis since many of the states (except for Fla. & Cal.) tend to be states w/smaller populations & also a higher than average number of tourists. W/tourism, comes certain types of crimes. So I am guessing this is crimes 'per capita' which can be greatly skewed, particularly by tourist type areas. All of California, & FLorida. Las Vegas, Myrtle Beach, New Orleans, etc. This statistic in and of itself is too broad & general to really be considered a useful tool to make decisions on travel.

I, too, wonder how that list was derived? Is "unsafe" based on crime stats, health stats, environment stats, animal bites, wild fire hazard? It just seems like an odd list. I live in FL. I feel pretty safe here..I have been in Sedona and Phoenix and felt safe. Like everyone else on this forum, I just pay reasonable attention to my surroundings and my property when I travel.

Good point, SAnParis. I've visited all the "unsafe" states and felt safe except in a small area of two of those states. I was traveling on business and those two areas are not places tourist would go to.
I've visited 6 of the "safe" states and felt safe there.
I can say that I personally felt as safe in the "unsafe" states as I did the "safe" states - for the same reasons others have pointed out on this board. I would add that many of the visits to "unsafe" states were solo trips for business reasons with some leisure travel added on before and/or after.
I'm not a fan of stats - and this is a big reason why.

Just to add fuel to the fires here...I live outside of Richmond VA which has one of the highest (or used to have) murder rates. I can say I feel very safe here. Now, I wouldn't want to be in some of the neighborhoods that have the high crime rate, but they are mostly drug related crimes.
I feel safer in New York city than I do in some country places. Probably because I spent 10 years working there and so I am familiar with it.
On the Arizona thing, I think that anywhere you go, you have to have your wits about you. I did feel uncomfortable in Scottsdale, but that's me. No reason to not go there.

5. Mercury (tie)

8. Pluto (not really a planet anymore, probably why safest)

Uncomfortable in Scottsdale? As it's probably the most upscale community in Arizona, what exactly made you feel uncomfortable?
lynn, I grew up in Edinburgh. I now live in California (#10). You'll be fine in Arizona, which is stunningly beautiful.
I agree with the others who think it's pretty silly to label an entire state as "safe" or "unsafe". It would be like labelling the UK as "safe" or "unsafe". Doesn't make much sense, does it?

Yes, I'm sure that crimes involving tourists add to the overall count, but that's not the only thing. It's pretty simple - when it's 20 below outside, how many people are out stealing cars and breaking into houses? Not too many people walking around to be mugging victims either. You can see this trend even in the colder states - crime tends to increase as it warms up, and drops off in the winter. Alaska is the only cold weather state in the top 10, and I can only guess that their stats come from people going a bit crazy during the long winter.
