There are several hotels near GWU.
I've stayed at the River Inn, clean rooms and very convenient. Nothing to knock your socks off, but pleasant.
Friends have stayed at The Double Tree Guest Suites and George Washington University Inn; both are good.
There is also the State Plaza and Howard Johnson-Virginia Ave.
Check if The Watergate has any special off-season rates. This really is the nicest hotel in the Foggy Bottom area and close to the Metro (DC's subway), but a bit expensive at regular rates.

I am not familiar with the Lombardy, but I was in Washington a couple years ago to attend an event at GWU. We stayed at the Inn at Foggy Bottom and got what I thought were very reasonable rates. The room was clean, big and comfortable, although really nothing special. But the price was right.
